Kyoto charges entry fees at most famous temples, but dozens of extraordinary free experiences from bamboo groves to imperial gardens make budget travel here very possible.

Free things to do in Kyoto require slightly more research than Tokyo because the city's most famous attractions charge entry fees. But Kyoto has an enormous number of exceptional free experiences that most visitors never discover. The bamboo grove in Arashiyama is free to walk through. The endless vermilion torii gates of Fushimi Inari extend far beyond the crowded lower section that tourists photograph, and the upper mountain trails are free and serene. The Nishiki Market food alley charges nothing to walk through. Knowing which Kyoto experiences are free allows you to allocate your paid attraction budget strategically.

Free Natural and Outdoor Attractions

The Arashiyama Bamboo Grove path is free and best visited before 8 AM or after 5 PM when tour groups thin out. The surrounding Arashiyama area, including the Katsura River banks and Togetsu-kyo Bridge, is free to enjoy. The Philosopher's Path, a stone-paved canal walk lined with hundreds of cherry trees running from Ginkaku-ji to Nanzen-ji, is one of the most beloved walks in Kyoto and entirely free.

Free Shrines and Cultural Sites

Fushimi Inari Taisha shrine, famous for its thousands of orange torii gates climbing Mount Inari, charges no entry fee at any point. The full mountain circuit takes two to three hours and most tourists only walk the first twenty minutes, meaning the upper sections are remarkably quiet even during peak season. Yasaka Jinja at the eastern end of Gion is free and is the focal point of Kyoto's Gion Matsuri festival in July.
